But Monday\u2019s scheduled transfer of the healthcare system\u2019s management has been called off.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Over the past 14 years, Arizona has been dogged by complaints that its prison healthcare system was run shoddily and callously and that it repeatedly failed to improve a system found to have exposed prisoners to harm and preventable deaths.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Earlier this year, U.S. District Judge Roslyn Silver ordered the takeover after concluding the state hadn\u2019t complied with court-ordered changes or the requirements of the U.S. Constitution after more than a decade of litigation.
