It could all come down to 399 milliseconds.\u00a0<\/p>\n

That’s\u00a0the amount of time between the first two gunshots fired by an Immigration and Customs Enforcement agent in the deadly shooting<\/a> of a U.S. citizen in Minneapolis Wednesday, according to an ABC News metadata analysis.\u00a0<\/p>\n

The circumstances surrounding\u00a037-year-old Renee Nicole\u00a0Good<\/u><\/a>‘s death have\u00a0ignited a national firestorm, with leaders of Minnesota’s largest city, along with\u00a0numerous\u00a0lawmakers, condemning the\u00a0ICE\u00a0agents’\u00a0actions, while\u00a0federal officials say that\u00a0the agents acted in self defense after Good tried to ram them with her car<\/a> in an act of domestic terrorism.\u00a0<\/p>\n

Good, a Minneapolis mother of three, was in the driver’s seat of her Honda Pilot in the middle of a residential street when an\u00a0ICE\u00a0agent opened fire.\u00a0<\/p>\n

ABC News’\u00a0minute-by-minute, frame-by-frame review\u00a0of video of the incident<\/a> includes a close look of\u00a0what happened before, during, and after\u00a0the\u00a0moments\u00a0that led\u00a0to Good’s death.\u00a0<\/p>\n

Wednesday, Jan.\u00a07, 2026<\/strong>\u00a0<\/h2>\n

Federal law enforcement officers in Minneapolis were “doing an enforcement operation”\u00a0Wednesday morning\u00a0when their vehicle got stuck in the snow, Homeland Security Secretary Kristi Noem said at news conference Wednesday afternoon.\u00a0<\/p>\n

Noem says agents called for others to help remove the vehicle from the snow, when protesters arrived and were “preventing them from leaving the scene.”\u00a0<\/p>\n

“They were returning back to headquarters, I believe, to start a new operation,”\u00a0Noem tells reporters, adding that they “had just completed one.”\u00a0<\/p>\n

Local resident\u00a0Lynette Reini-Grandell told ABC News that\u00a0a number of\u00a0neighbors were standing watch as students were being dropped off at nearby Richard E. Green Central Park Elementary School, due to reports of ICE activity\u00a0in the neighborhood.\u00a0<\/p>\n

The Department of Homeland Security had previously announced an increase in immigration enforcement activity in the Minneapolis area.\u00a0<\/p>\n

9:35:05 a.m. <\/strong>(local time)\u00a0<\/h2>\n

2 minutes before the shooting<\/em>\u00a0<\/p>\n

Renee Nicole Good’s Honda Pilot\u00a0is stopped diagonally on Portland Avenue\u00a0while\u00a0at least four cars pass perpendicularly, according to video\u00a0footage\u00a0recorded by\u00a0Reini-Grandell.\u00a0<\/p>\n

The passenger side front window\u00a0is closed while the rear window\u00a0is\u00a0mostly open. Seconds later,\u00a0at least three federal agents\u00a0wearing masks\u00a0are seen walking toward\u00a0the Honda Pilot, as bystanders\u00a0can be\u00a0heard whistling and yelling at officers.\u00a0<\/p>\n

9:36:51 a.m.<\/strong>\u00a0<\/h2>\n

22 seconds before the shooting<\/em>\u00a0<\/p>\n

A\u00a0woman who would later identify herself as Good’s\u00a0partner\u00a0stands behind the Honda Pilot and\u00a0appears to question\u00a0a\u00a0federal\u00a0agent, according to\u00a0video obtained by local attorney Daniel Suitor that was shared with ABC News.\u00a0The\u00a0woman and the agent\u00a0appear\u00a0to be\u00a0holding up cellphones filming each other.\u00a0<\/p>\n

The Honda\u00a0Pilot\u00a0can be seen moving\u00a0very slightly forward while the\u00a0woman\u00a0and agent\u00a0are behind the\u00a0car. The vehicle then\u00a0stops.\u00a0<\/p>\n

This agent would\u00a0subsequently move alongside\u00a0the Honda\u00a0Pilot’s\u00a0passenger side and position himself in the front of\u00a0the\u00a0car.\u00a0\u00a0<\/p>\n

9:36:58 a.m. <\/strong>\u00a0<\/h2>\n

15 seconds before the shooting<\/em>\u00a0<\/p>\n

A Ford Explorer with California license plates that\u00a0had\u00a0been on the side of Portland Avenue\u00a0can be seen on video pulling\u00a0out onto the street.\u00a0A different video shows\u00a0Good’s driver-side front window\u00a0is\u00a0open,\u00a0and she\u00a0appears to gesture for the Ford Explorer\u00a0to pass in front of her Honda Pilot, which it\u00a0does.\u00a0<\/p>\n

Good continues to wave her hand from left to right after\u00a0the Ford\u00a0passes\u00a0as two other officers\u00a0are seen pulling up in an unmarked Nissan Titan pickup truck with flashing red and blue lights. They stop in the middle of the street.\u00a0<\/p>\n

9:37:08 a.m. <\/strong>\u00a0<\/h2>\n

5\u00a0seconds before the shooting<\/em>\u00a0<\/p>\n

The two officers in\u00a0the Nissan\u00a0Titan are seen on video\u00a0exiting\u00a0their vehicle. They approach the Honda Pilot, ordering Good to “get out of the car.” While they\u00a0are approaching, the Honda Pilot\u00a0is\u00a0put in reverse. The officer who\u00a0emerged\u00a0from the driver’s side of the Nissan Titan puts his left hand on the bottom of the Honda Pilot’s driver-side front window and his right hand on the door handle, appearing to try to open the door. His hands\u00a0remain\u00a0in that position while the Honda Pilot backs up a few\u00a0feet, with the front wheels of the car\u00a0pointed to the left as the car backs up.\u00a0<\/p>\n

As the Honda Pilot then begins to move forward, the wheels begin to turn\u00a0to the right, away from where the ICE agent\u00a0is standing.\u00a0<\/p>\n

9:37:13 a.m.<\/strong>\u00a0<\/h2>\n

Gunfire erupts<\/em>\u00a0<\/p>\n

The\u00a0federal agent\u00a0standing to the front-left of the vehicle pulls out his gun.\u00a0<\/p>\n

The moment of the shooting\u00a0is captured in at least three separate\u00a0videos verified by ABC News.\u00a0<\/p>\n

With his right hand on his drawn firearm, the federal agent’s\u00a0left hand\u00a0is still on his\u00a0phone,\u00a0with both\u00a0pointed at the\u00a0Honda Pilot.\u00a0He\u00a0fires the first shot\u00a0through the front windshield toward\u00a0Good\u00a0at 9:37:13\u00a0a.m., according to\u00a0ABC News’ metadata\u00a0analysis.\u00a0<\/p>\n

About\u00a0fourth-tenths\u00a0of a second after the first shot, as the car continues to move\u00a0forward,\u00a0a second shot is heard.\u00a0\u00a0<\/p>\n

It\u00a0is\u00a0difficult to see exactly what happens as the\u00a0Honda\u00a0Pilot\u00a0passes\u00a0the\u00a0agent who opened fire.\u00a0DHS Secretary Noem told reporters the agent was struck by the vehicle.\u00a0<\/p>\n

The\u00a0federal agent\u00a0remains upright\u00a0and\u00a0can then be seen\u00a0on the left of the\u00a0passing\u00a0vehicle, facing the driver’s side door. The sound of a third gunshot\u00a0then rings out.\u00a0\u00a0<\/p>\n

The time between the first shot and second shot is\u00a0399\u00a0milliseconds, with 299 milliseconds between the second and third shots, ABC\u00a0News’\u00a0analysis\u00a0shows. There are three shots in total\u00a0that can be\u00a0heard on camera.\u00a0<\/p>\n

9:37:55 a.m.<\/strong>\u00a0<\/h2>\n

Moments after the shooting<\/em>\u00a0<\/p>\n

Three\u00a0seconds after the shooting, the Honda Pilot crashes\u00a0into a parked car on the side of\u00a0Portland Avenue, video footage shows. It\u00a0then inches\u00a0off the side of the\u00a0one-way street, into the snow near a tree. The woman who later identified herself as Good’s\u00a0partner\u00a0rushes\u00a0to the\u00a0Honda Pilot. The\u00a0federal\u00a0agent who shot Good is also seen walking toward the car.\u00a0<\/p>\n

The agent is then seen\u00a0on video\u00a0walking back after looking at the driver’s\u00a0side of the vehicle, as\u00a0a\u00a0bystander\u00a0is heard yelling “shame.” The agent can be heard saying “call 911.”\u00a0The woman later identified as Good’s partner can\u00a0subsequently\u00a0be seen kneeling into the\u00a0Honda Pilot.\u00a0It’s\u00a0not clear from the video what Good’s condition is at that\u00a0moment.\u00a0\u00a0<\/p>\n

9:42:03 a.m.<\/strong>\u00a0<\/h2>\n

Good remains\u00a0in\u00a0her\u00a0car<\/em>\u00a0<\/p>\n

Minutes after\u00a0Good\u00a0is shot, she remains inside the\u00a0Honda Pilot, video footage shows. Bystanders plead with DHS agents to let a man identified as a physician check on Good. The\u00a0agents refuse, saying they have their own\u00a0medics\u00a0and that EMS\u00a0personnel are on the way.\u00a0<\/p>\n

9:43:14 a.m.<\/strong>\u00a0<\/h2>\n

Firefighters approach\u00a0the scene<\/em><\/p>\n

More than six minutes after shots rang out, local first responders\u00a0are seen\u00a0on video\u00a0arriving at the site of Good’s crashed Honda Pilot.\u00a0An EMS technician or firefighter begins pulling Good’s body from the\u00a0car\u00a0and firefighters start to render\u00a0assistance\u00a0to\u00a0Good.\u00a0<\/p>\n

09:45:30 a.m.<\/strong>\u00a0<\/h2>\n

Good\u00a0is carried\u00a0from the scene<\/em>\u00a0<\/p>\n

Firefighters carry Good to the corner of Portland Avenue and 34th Street where they\u00a0appear\u00a0to\u00a0begin administering CPR.\u00a0Seven minutes later,\u00a0Good’s\u00a0body can be seen on video being carried into an\u00a0ambulance.\u00a0<\/p>\n

10:26 a.m.<\/strong>\u00a0<\/h2>\n

The\u00a0City of Minneapolis posts a message<\/u><\/a>\u00a0on X stating,\u00a0“We are aware of a shooting involving federal law enforcement near East 34th Street and Portland Avenue. Please avoid this area.”\u00a0<\/p>\n

10:46 a.m.<\/strong>\u00a0\u00a0<\/h2>\n

Minnesota Gov. Tim Walz posts<\/u><\/a>\u00a0on social media,\u00a0“My public safety team is working to gather information on an ICE related shooting this morning.\u00a0We will share information as we learn more. In the meantime, I ask folks to remain calm.”\u00a0<\/p>\n

11:23 a.m.<\/strong>\u00a0<\/h2>\n

Sen. Tina Smith\u00a0(D-Minn.) posts<\/u><\/a>\u00a0on social media,\u00a0“A US citizen\u00a0has\u00a0apparently\u00a0been\u00a0shot by ICE agents in Minneapolis.\u00a0I’m\u00a0gathering information, but the situation on the ground is volatile.\u00a0ICE should leave now for everyone’s safety.\u00a0Please be safe Minneapolis.”\u00a0<\/p>\n

11:45 a.m.<\/strong>\u00a0<\/h2>\n

The\u00a0U.S. Department\u00a0of Homeland Security issues a statement<\/u><\/a>\u00a0on social media\u00a0saying that a “violent” rioter “weaponized her vehicle” and\u00a0attempted\u00a0to run over and kill an ICE officer in\u00a0what the agency calls an\u00a0“act of\u00a0domestic terrorism.”\u00a0<\/p>\n

DHS’ statement confirms that the woman who was shot died. The agency\u00a0says that the ICE officer who opened fire followed his training and shot the woman in self-defense.\u00a0<\/p>\n

12:35 p.m.<\/strong>\u00a0<\/h2>\n

At a news conference, Minneapolis Mayor Jacob Frey says the ICE agent “recklessly” used his power and calls ICE’s self-defense claim “bulls—.”\u00a0<\/p>\n

“Get the f—” out of Minneapolis,” Frey says in a message to ICE.\u00a0<\/p>\n

2:28 p.m.<\/strong>\u00a0<\/h2>\n

President Donald Trump\u00a0addresses the shooting\u00a0in a\u00a0social media\u00a0post, calling video footage of the shooting “a horrible thing to watch” and\u00a0stating\u00a0that “it is hard to believe” the ICE officer was alive.\u00a0<\/p>\n

“The woman screaming was, obviously, a professional agitator, and the woman driving the car was very disorderly, obstructing and resisting, who then violently, willfully, and viciously ran over the ICE Officer, who seems to have shot her in\u00a0self defense,” Trump writes in part.\u00a0<\/p>\n
