The artist, <strong>Herchell Carrasco<\/strong>, told us he \u201cgenuinely felt he was in a good place mentally to get tattooed.\u201d Clearly, Dr. Drew disagrees.<\/p>\n<\/section>\n<section id=\"cb-2d1a28c5f3b9d9e83c3f2188cde3f016\" class=\"canvas-block canvas-block-permalink canvas-text-block canvas-text-block-permalink \" readability=\"34.4894366197\">\n<p>For what it\u2019s worth \u2026 Herchell says he only saw Aaron smoke cigarettes and weed, and didn\u2019t see him using any <a href=\"https:\/\/www.tmz.com\/2019\/09\/25\/aaron-carter-sold-guns-getting-treatment-restraining-order-nick\/\"><strong>other drugs<\/strong><\/a>.
